The BSS, Billing & Charging Manager is responsible for the end-to-end management of the organization’s Business Support Systems (BSS), charging platforms, and billing operations. This role covers the definition of price plans, management of billing cycles, resolution of balance mismatches, and ensuring accurate integration with all relevant network protocols for Voice, SMS, and Data services.
Key Responsibilities:
Define, implement, and manage price plans, packages, and charging models for consumer and enterprise customers.
Manage and monitor full billing cycles (Bill Cycle), including error handling, exception management, and reconciliation.
Troubleshoot and resolve balance mismatches, rating errors, and revenue assurance discrepancies.
Operate and maintain online charging systems (OCS/OCF) as well as offline billing systems.
Oversee mediation, CRM, and provisioning system integrations to ensure end-to-end billing accuracy.
Define and manage integration protocols and interfaces (Ro, Gy, Diameter, CAMEL, TAP, etc.) for Voice, SMS, and Data services.
Collaborate with finance, customer care, and network operations teams to ensure billing transparency, accuracy, and compliance.
Lead continuous improvement initiatives to optimize billing processes, reduce errors, and support new business models.
REQUIREMENTS
CRM & Billing Systems – Expertise in end-to-end customer lifecycle management, billing operations, invoice generation, dunning, and collections.
Mediation Systems – Skilled in handling CDR/EDR collection, normalization, aggregation, and distribution for rating and charging engines.
Rating & Charging – Strong knowledge of real-time (OCS/OCF) and offline rating engines, supporting Ro/Gy, CAMEL, and advanced charging rules.
Product Catalog Management – Experience in designing, configuring, and maintaining convergent product catalogs with complex tariff structures and bundles.
Subscriber Management – Hands-on knowledge of provisioning, profile management, entitlements, and integration with HLR/HSS/UDM.
